PrivateCamz.com is a live cam/chat site featuring mostly amateur chicks from all around the world. The amount of women (they also have some guys) online at any given time varies, but there were at least 25 when I visited. It is free to chat in the public lobby with any of the performers. To see her naked you have to buy chips. Then you can chat in private and get her to do almost anything you want. Many of the chicks have voice chat, which lets them talk to you while they perform. Video quality of the cameras I looked at varied from poor to very good and the price tag is about average.
