I've heard a lot of freaky news in my time, and even a lot of really weird laws, but in a predominantly Catholic country like Columbia with a Tulua city councilman trying to pass a law where everyone of fucking age needs to carry a condom? Wow, talk about wicked. Certainly, you can see how the local priests have their tighty whities in a bunch, after all this proposal does, to them, promote sex over abstinence.

In all seriousness though, it's an ambitious plan for this city, which has the highest incidence of AIDS in Columbia, a country where 190,000 people are infected with the HIV virus.

On the other hand, I hardly see how such a law could possibly be enforceable. Nonetheless, the proposal suggests that to be caught without a rubber will garner a person, male or female, a $180 USD fine, which is a pretty hefty bill. Yet still, will the police services be diverted and similar to the North American R.I.D.E, program will there be check spots for condoms or will there be a newly created division of condom police? The answers to this remain to be seen, but you have to hand it to this councilman for being idealistic enough to raise the issue.
